An application for development has been submitted for the Capalaba Town Centre (Phases 1A to D), located at 14 – 16 Noeleen Street, Capalaba.
This site has frontages to Noeleen Street, residential units on Loraine Street and Rickey Street as well as Capalaba Central. It includes the Capalaba Library, Capalaba Place Hall, Capalaba Place Park, the Redland City Council Capalaba Customer Service Centre, and the Commuter Park ‘n’ Ride car park associated with the Capalaba bus interchange west of the site adjacent to Noeleen St.
The proposal, designed by Arkhefield, includes demolishing the current library and providing temporary landscaping. If approved, when completed, the plan will provide a new Town Centre with mixed-use development comprising retail, apartment living, community spaces, a park, and commercial areas developed over several stages.
Key Development Details:
– Four phases of construction.
– Phase 1A includes Building 1.
– Demolition of the existing library and creation of a temporary landscape.
– Six floors 26.3 meters high with a total floor area of 7,677 m2.
– Retail space (299 m2) at ground level.
– The library (1,644 m2) will be split across the ground and first floors.
– Centre of Arts (360 m2) will be on the first floor.
– Commercial office space (4,917 m2) from the second to fifth floors.
– Rooftop plant area (457 m2).
– 27% of the site allocated for landscaping.
– Parking for 163 cars including one space for persons with disabilities.
– End-of-trip facilities on the ground floor.
– Operational from 6am to midnight.
The plan will accommodate 163 car park spaces, comprising:
- 120 ground level existing/interim parking spaces,
- 43 spaces in the basement
- 22 bicycle spots (16 for office employees and 6 for visitors)
- 2 spaces for motorcycles
- 1 van
- 1 medium rigid vehicle (MRV)
- 1 heavy rigid vehicle (HRV).
Also provided will be “End of Trip” facilities including 36 lockers, 4 toilets, and 4 showers located on the ground level.
Vehicular access to the site is via a temporary access from Noeleen Street which will be removed and access will be provided along with the completion of Stage 1B.
The planning team state “The Library podium is designed to open out and celebrate its corner location between Village Green, Eat Street and retail gateway. The library entry at the north-west corner will address the Town Square and main vehicle set down area, as well as the entrance from the transport interchange.”
“The first building to be delivered from the broader Masterplan will be Building 1. Building 1 aims to enhance and reinforce the new town centre as a subtropical, civic and human scale heart of Capalaba. The first of the buildings within the Capalaba Town Centre is a keystone project, placing the Redland City Council Library and Creative Arts facility at the heart of a vibrant and active new public realm and parkland settings.”
